Christopher P. Chapman is an American attorney and executive who has served as the President and Chief Executive Officer of AccessLex Institute (formerly Access Group, Inc.) since January 2008.[1] He also serves as the Board Chair of Helix Bar Review.[2] His career spans corporate law, public policy, and the financing of higher education.

Early life and education

Chapman completed his undergraduate studies at Xavier University, earning a Bachelor of Arts in Political Science.[1] He went on to attend the University of Cincinnati College of Law, earning his Juris Doctor.[1] Additionally, he completed a post-baccalaureate certificate in finance and accounting from the Wharton School of the University of Pennsylvania.[1]

He is a licensed attorney admitted to practice law in Ohio, Pennsylvania, and the District of Columbia.[1]

Career

Chapman began his professional career in public policy, serving as a Special Assistant and Policy Counsel for two members of the U.S. House of Representatives, including former Ohio Congressman Tom Luken.[1]

Following his time in Washington, D.C., Chapman entered private practice, serving from 1999 to 2000 as a Senior Attorney with the law firm Calfee, Halter & Griswold, LLP.[1] His practice areas centered on corporate law, public finance, and higher education.[1]

Student loan sector

Transitioning into executive leadership within the higher education finance sector, Chapman served as Vice President of Student Loan Funding Resources, a student loan originator and secondary market operator, and directed its joint venture loan servicing company.[1]

From 2001 to 2007, he served as the President and Chief Executive Officer of ALL Student Loan Corporation, a California-based nonprofit student loan provider.[1] During this period, he also served on the board of directors for the Education Finance Council, the national trade association representing nonprofit student lenders.

In May 2009, Chapman testified before the U.S. House Committee on Education and Labor during hearings regarding federal student loan reform, advocating for the integration of private capital with federal backstops to stabilize student lending during the financial crisis.[3] In August 2021, Chapman testified before the U.S. Senate Committee on the Judiciary regarding student loan bankruptcy reform, presenting a framework to balance consumer debt fresh starts with legal education capital risk.[4]

AccessLex Institute

In January 2008, Chapman was appointed President and Chief Executive Officer of Access Group, Inc., which rebranded as AccessLex Institute in 2017.[1][5] He was elected to the organization's Board of Directors in 2012.[1] Under his leadership, the nonprofit organization shifted its core focus from standard loan origination toward research, student financial literacy, and structural support for legal education.[5][6] The institute operates alongside nearly 200 American Bar Association-approved member law schools.[4]

In 2021, Chapman joined the board of Helix Bar Review, a nonprofit bar preparation program established by AccessLex, and currently serves as its Board Chair.[2][6]
