Jose Angelo Rafael "AAA" Estrella Agcaoili[1] (born on March 16, 1973) is a Filipino lawyer and politician who currently holds the office of Vice Mayor of San Juan City, Metro Manila. He previously served as a multi-term top-ranking City Councilor and as the Majority Leader of the San Juan City Council. He is currently the President of the Vice Mayors’ League of the Philippines – National Capital Region.
Early life and education
editAgcaoili completed his basic education at the Ateneo de Manila Grade School (1987) and High School (1991). He earned a Bachelor of Arts degree in Social Sciences from the Ateneo de Manila University in 1995. Following his graduation from college, he pursued legal studies and obtained his Juris Doctor from the San Beda College of Law in 2001. He passed the 2001 Bar Examinations and was admitted to the Philippine Bar in 2002
Legal and corporate career
editAgcaoili began his legal career as an Associate Attorney at the Dela Rosa Tejero Nograles Law Offices. He then transitioned to corporate and maritime law and held several executive roles at Naess Shipping Philippines, Inc. and Navigator Gas Philippines.
Political career
editAgcaoili's political career and public service began with his election to the Sangguniang Kabataan (SK) in Barangay Pasadena, San Juan City, where he served from 1992-1996. He was first elected to the San Juan City Council in 2010. In the elections of 2013, 2016, and 2022, he obtained the highest number of votes for Councilor.
Between 2019 and 2021, he served as a Special Assistant on Local Governance in the Office of the Mayor, notably assisting in the city’s response to the COVID-19 pandemic.
In June 2023, he assumed the position of Vice Mayor as the highest-ranking member of the City Council in the 2022 elections. He was then elected to the same position in the 2025 elections. As the Presiding Officer of the 7th City Council, he leads the city’s legislative body and holds concurrent leadership roles in the City Government.
Personal life
editHe is the son of Atty. Federico R. Agcaoili (former President of the Philippine Bar Association) and grandson of the late Justice Mariano V. Agcaoili (Court of Appeals). He is married to Lia Agcaoili (a Preschool Teacher), with whom he has a son.
