The 2024–25 Montenegrin Third League is the 19th season since the establishment of the Montenegrin Third League in 2006, the season began on 1 September 2024 and ended on 28 May 2025.

Format of Competition

For the 2024–25 season, the Montenegrin Third League is divided into 3 regional leagues. Nine teams in the Northern region, twenty-two teams in the central region and seven in the southern region.[1]

Ibar got promoted to the Montenegrin Second League the previous season after winning a playoff against Zeta and Budva.[2] Ibar originally finished last in the play-offs where Zeta and Budva were supposed to get promoted to the Montenegrin Second League,[3] but the Football Association of Montenegro decided to send Zeta and Budva back to the Third League, including a ban on promotion for the 2024–25 seasons if they won the league due to match-fixing by Zeta and Budva.[4] The teams who got relegated from the Montenegrin Second League are Berane and Internacional. Berane will compete in the northern region while Internacional will compete in the central region.

For this season, each team will play against each other three times in a Round-robin format, one home game, one away game and the third game will be played home or away depending on where the first game was played. Due to the big amount of teams in the central region the Football Association decided that the competition will be split into two different groups (Group A and Group B). The winners and runner-ups of each group in the central region will play a double-elimination play-off where the winners of each group will host the first tie and the final will be played in a neutral ground, the winner of the final will advance to the Montenegrin Second League play-offs.[5]

For the play-offs to the Montenegrin Second League, instead of the top two teams of the play-off advancing like previous seasons, the winner off the play-off directly advances to the Second League while the second and third placed teams will play an additional round against the bottom and eigth placed teams in the Second League (The runner-ups played against the bottom placed team while the third placed team played against the eigth placed team).[6] This was because there were only nine teams in the Second League, not the usual ten teams so no team in the Second League will get directly relegated.[7]

Montenegrin Second League play-offs

After the league phase the winner of each league and the winner of the Central region play-offs, one match was played between all the teams and the hosts were decided by a draw. If the match ended in a draw a penalty shoot-out would take place with the winner getting an additional point, The winner of the first play-off round will earn direct promotion to the Montenegrin Second League while the rest of the clubs will play against the bottom and eigth placed teams from the Second League in a neutral field.

The teams who will compete in this seasons play-offs are Berane, Internacional and Sloga Stari Bar. Berane won the first round and got an automatic promotion to the Second League and Internacional and Sloga Stari Bar went to the second round.[8]

After the first round Internacional were set to play against Ibar in Bijelo Polje and Sloga Stari Bar were set to play against Kom in Kotor.[9] Internacional beat Ibar and got promoted to the Second League while Sloga Stari Bar failed to defeat Kom and remained in the Third League.[10]
