These elections were held concurrently with various federal and state elections, including for Governor of Maryland.

Bromwell resigned from the Maryland Senate on May 24, 2002, after Governor Parris Glendening appointed him to chair the Maryland Injured Workers' Insurance Fund. John R. Schneider, who Glendening appointed to replace Bromwell in the Senate, died from colon cancer on August 27, 2002.[11] Therefore, the seat had no incumbent state senator.
