I count three that might be acceptable, but the Sudan Tribune link is dead, the "Women urged to take education seriously" doesn't mention him (and what a shitty title that is--as if it's the women's fault), and the 750 troops article doesn't mention him either. So we got nothing. I don't know that someone with this person's rank is automatically notable, but I doubt it, and here is the second point: this article in its current state, with this formatting, this text, this organization, and this content, is completely unacceptable. At best it reads like a very poor LinkedIn entry, and the author is urged to consider what an encyclopedic article should look like and what it should contain. Gen. Kuol Deng Abot is a South Sudanese War veteran, career Soldier, Diplomat and an Author[1] who was and born and raised in Abyei (town) and later on completed his high school in the Southern Sudan Autonomous Region (1972–1983) town of Malakal Upper Nile State

Kuol joined the Sudan People's Liberation Army in 1983 under the leadership of John Garang a year after completing his high school. He rose through the files and ranks and became a commander and the Deputy Director of Military Intelligence of the SPLA.

After the Comprehensive Peace Agreement a few SPLA Cadres were integrated into Sudan's National Intelligence and Security Service now General Intelligence Service (Sudan) Brig. Gen. Kuol Deng Abot was appointed Director of External Relations at the Headquarters in Khartoum.

He was later posted to Sudanese Embassy in Paris, France as Counselor (diplomat) and just over a year later was promoted to Major General and recalled back to National Intelligence and Security Service HQs.

Kuol was instantly recalled from his post in Paris and appointed Director General of South Sudan Security Bureau; a position he held throughout the remainder of the interim period (2008-2011).

In late July 2011 the existing security institutions were dissolved[2]by president Salva Kiir Mayardit through a Presidential decree and directed Gen. Kuol and some senior officers back to the South Sudan People's Defence Forces HQs where he immediately served as Director General for Public and International Relations[3] at the Ministry of Defence and Veteran Affairs. In mid 2025 he was promoted to the rank of Lieutenant general and Appointed A/CDF for Training and Research.[4] and shortly after that was reshuffled to Assistant Chief of Defense forces for Administration, Finance and Personnel

Early Life, Academia and Personal Life

Kuol Deng Abot was born in 1960 to a spiritual tribal chief (Chief Deng-Abot Kuol 1888-1982) of the Dinka Ngok people of Abyei. His father was polygamous with over forty wives and Kuol's mother was among the last ones.

Kuol started his education at Abyei Primary School in Abyei (town) and later moved to Fulla junior school, north west of Abyei.His academic journey took a pause in 1983 when he was compelled to join the Sudan People's Liberation Army.

Higher Education and Military Qualifications

Kuol was lucky to be among those that the Sudan People's Liberation Army empowered academically. He underwent several intelligence courses in Ethiopia, Cuba and Israel earlier in his career and many more in Military Science, and SPLA Political School. Throughout the 1990's he pursued several certificates and diplomas in Communications, Public Administration and Management notably from Uganda Management Institute.

Among his peers Lt. Gen. Kuol Deng Abot is said to be synonymous with Discipline, Determination and Excellence and together with his lovely wife Lt. Col. Hellen Abai Mayom (a career soldier, diplomat)[6] and an Author publishing her book Struggles and hope of an African Woman. They have been married for 40 years and together they have children and multiple grandchildren. Kuol has multiples siblings notably his Younger brother and comrade Amb. Arop Deng Kuol a senior South Sudanese career diplomat who also played his role in the Sudan People's Liberation Army.

Kuol Deng is revered among his peers and recognised as a staunch Intelligence Officer during the liberation days but for the past (17) years he has been wearing a diplomacy hat, where he extensively dealt with Human Rights, International Law, Peace Keeping, Defense Diplomacy, and Global Economics issues. He's a staunch advocate of education, and is currently pursuing a PHD at the University of Juba in Security studies.

Military career during Sudan People's Liberation Army 1983-2005

Kuol Deng joined the revolutionary war in 1983 together with colleagues like James Hoth Mai, Deng Alor Kuol and many more fresh recruits who joined the expedition alongside members of the 104 and 105 battalions who were mutinying from the Sudanese Armed Forces in the early days of 1983 to be the nucleus of the Sudan People's Liberation Army at its inception led by John Garang.

Early Military Career in the Revolutionary Army

Kuol and colleagues were instantly sent to Ethiopia for intensive cadet training and became the first organic trained officers of the Sudan People's Liberation Army famously known as "Khatiba Jamus" (shield one) which also comprised of some Anyanya II renegades. Kuol was commissioned a sergeant and through the recommendation of his Ethiopian training officers was prematurely handpicked by the command for his first mission while his colleagues awaited graduation at the training camp.

After a year of expedition to Northern Bahr el Ghazal to Mobilise recruits, Sgt. Kuol the unit's Military Intelligence Officer and his team had to trek, protect, guide and feed over 10,000 civilians and fragments of Anyanya II back to Itang (woreda) to join the Second Sudanese Civil War of Liberation. At this point he had become an Officer and a handful of them were sent to Cuba for further combat and political training.

He rose through the ranks in the Military Intelligence and between 1987-7 deputizing Taban Deng Gai who were tasked by the Command to curb crime and bring orderliness to Itang, Gambela Region of Western Ethiopia border region with Southern Sudan Autonomous Region (1972–1983) the HQ of the Sudan People's Liberation Army at the time accommodating both the Army, Refugees and Local civilians.

Kuol was notoriously known for having played a tremendous role in discipline and order in every garrison he was part of, his staunch beliefs and character earned him not only reverence among his peers but also feared among the military outlaws in the Sudan People's Liberation Army of the time, not to mention his pedigree in intelligence gathering and security enforcements at the time.

He served in various Capacities and in Geographical Locations of Southern Sudan, Western Ethiopia and the Nuba Mountains at tactical and operational command levels; Filed intelligence Ops, Axis Intelligence, front Commander in various war theaters. He served in the intelligence unit from the inception of the SPLA till 2005 reaching its climax as the Chief of Intelligence Operations and Deputy Director of Military Intelligence

After the Comprehensive Peace Agreement , General Kuol Deng at this point had made his career in Military Intelligence, Strategy and Planning and when time for Sudan's Unity Government came calling , Kuol was one of those Senior Military officers sent to Khartoum as part of the Power sharing team headed by Dr. Majak D'Agoot Atem representing Sudan People's Liberation Army at the National Intelligence and Security Service, deputizing Gen. Salah Gosh in the new Government of National Unity of Sudan (2005-2011)

Brig. Gen. Kuol Deng Abot's assignment mandate was to restructure the Intelligence and security Policies of the old Sudan and sell the security interest of a whole Sudan under the two umbrella parties. But also to keep an eye on Intelligence matters that are of interest to the SPLM within and beyond Sudan.

In his short stint at the Sudanese Embassy in Paris as the Counsellor (diplomat)) he was in charge of multiple other South Sudanese Consulates in the European Union. He was soon after recalled and promoted to the rank of Major general in April 2008

From 2008 -2011 he oversaw the progressive development of the Security and Intelligence apparatus in South Sudan working closely with the President Salva Kiir Mayardit on all National matters of urgency as a member of the National security council

General Kuol Deng also played a key role during the 2010 Southern Sudanese general election at his capacity as the Chief or Security helped facilitate the Security, logistics and oversight throughout the process. The same also applied during the 2011 referendum on independence for Southern Sudan against all odds together with all other government agencies played a crucial role in making sure it was a success and the last icing on the cake before South Sudan gained her Independence.

At his capacity at the time as the Chief of Security Services, Gen. Kuol was also a crucial member of the South Sudan Independence day celebrations in 2011, not just as the security chief but also a coordinator and key player in the Independence day Organizing Committee in charge of Planning, Security and receptions of foreign dignitaries and oversight of the states security nationwide.

 Gen. kuol was directed to established a new department that would oversee Military Relations within and Beyond the National Boundaries; which meant among other things also establishing South Sudan strategic Military Allies hence Sending Military attaché's abroad and dealing with Bilateral, Regional and Global Defense Corporations,Peace issues and International Protocols.

Gen. Kuol played a key role in Security, Defense and Border Negotiations and agreements with Sudan co-chairing several of these Ad hoc committees. Most notably heading the Technical Secretariat of the Join Political and Security Mechanism[7] (JPSM) on the side of the Republic of South Sudan.

Kuol has represented South Sudan Ministry of Defence and Veteran Affairs in several International Conferences, Regional heads of State summits and Military Cooperation Agreements with Various Countries. Kuol Deng was promoted in may to Lieutenant general and tasked with the department of training and Research in the Military HeadQuarters where he tries to pursue the total overhaul of the departed that is plagues with a bloated National Army of Unity that receives former rebel forces for integration on a monthly basis.

Career Controversies.

Between 1989-90 Kuol served a short stint in military detention for allegedly kproviding the Military High Command with information alleging possible mutiny by senior SPLA officers, that later proved to be right within the Revolutionary Army. He was apprehended after the alleged officers' mutiny and was questioned of how he knew and whether he was part of it. He was eventually acquitted without a tribunal

His foreign Post to Paris in 2007 was also taken by the Southern Sudan Security & Intelligence community as a a conspiracy to weaken its intelligence apparatus with in the country by Salah Gosh and President Omer Hassan Al-Bashir, hence it was short lived when the President Salva Kirr Mayardit, intervened and he was recalled back within a year and Promoted to Maj. Gen.

In 2012 the president of South Sudan accused 75 top government officials of corruption[9] although, none were apprehended their circulated an unofficial list that followed where Kuol and seventy four others were allegedly mentioned; the list eventually went to oblivion without any government official charged for that matter.

Kuol Deng Abot was also the longest serving Maj General of the South Sudan Defense Forces on active list for 17 years( 2008-2025) and it kept his peers and those familiar with the military circles in the country wondering why the President held his promotion for that long. At a period of time where cadres were promoted every now and then, his rank was constant while many junior officers promoted over and over again to his rank and beyond.
