What does "If neither are the case then the normal procedure can be followed without being impaired." mean? What does "neither" refer to? The previous paragraph seems to refer to various cases, but doesn't obviously provide two alternatives. What "normal procedure?" PROD? AFD? Speedy? - "Often they will be happy to nominate the page under consideration for a speedy G7 themselves. In other cases they may provide a compelling reason for not deleting that will change your mind." sure seems like obviously providing two alternatives to me. Sorry, but I don't understand how anyone can possibly be confused by that.
