Proxies that are proven to be open or exit nodes for an anonymity network should be blocked on the English Wikipedia, then should be moved to the "Blocked" section. Please strip notes not directly useful to a globally blocking administrator, or to a future rechecking administrator (signatures and templates are not necessary).

Once unblocked and the open proxy tag removed from their user pages, they should be moved to "Unblocked" below or posted directly to the MetaProject.
