I think the center rows of the middle section of the fuselage are misnumbered in this diagram, off by one.
Looking at the NTSB report, page 42, figure 15: the frontmost center row of the middle section is labeled 9. On the diagram, it's labeled 8. You can also see the pattern of numbering between the "wing" columns and the offset "center" column is different.
