Sun position

If "Twilight occurs according to the solar elevation angle θ_s, which is the position of the geometric center of the Sun relative to the horizon." then at sunrise and at sunset half of the Sun should be over the horizon (an analogy with the beginning of a dawn and the end of a dusk).
