Logo possibly public domain under threshold of originality?

This logo for the horror web video series Gemini Home Entertainment is possibly below the threshold of originality, in both the US and Canada, because the logo simply overlays text on top of a Voyager 2 photo of Neptune from 1996, more specifically File:Neptune_(False_Color_of_Haze).jpg. NASA photos are already considered public domain in most cases, including this one, and the Gemini Home Entertainment logo doesn't appear to do anything more creative beyond a simple overlaying of text on this already existing PD photo. I believe that the logo could be potentially eligible for transferring to Commons based on that, as well as replacing with a higher quality version if available once transferred, per COM:DW. A similar case has been made with another logo that uses a different public domain NASA photo as a basis, namely the base Mother (EarthBound) video game series logo as depicted in File:Mother_series_logo.png and other related files.
