it is a low resolution copy of a comic book cover;
it does not limit the copyright owner's rights to sell the comic book in any way;
copies could not be used to make illegal copies of the comic
the subject of the article in which it is used is specifically about this sort of character and this sort of art;
the subject of the article is a trend in commercially published comic books starting in the 1980s, and as such no public domain images are possible that accurately depict the subject matter.
