This image is claimed to be under fair use because it shows the subject of this article, in his official presidential portrait, as Sixth president of Niger. He the subject of the article. Subject is dead. Active only post 1923. No free images are available of this historic figure. There are no replacements, nor are there likely to be for nearly 20 - 40 years from this date. Of low resolution (less than 300 px horiz.).
