This was taken from w:San Diego, looking South across the border into w:Mexico. The area of w:Tijuana at the border is called Playas de Tijuana (Tijuana Beach).
The edge of the Toreo de Playas de Tijuana is visible on the far left, and a Mexican lighthouse as well.
The tire tracks on the beach were left by U.S. Border Patrol jeeps that routinely patrol the U.S. side of the fence (which is technically a California state beach, Border Field State Park, and an estuary for endangered birds).
