The image demonstrates visually what each character in the game looks like in a way that text alone could not convey. From left to right (character selection row): Jumbo Flapjack, Biff Slamkovich, Gunloc, The Great Oni, Titanic Tim, El Stingray, Mike "Macho" Haggar, Alexander the Grater, King Rasta Mon and The Scorpion.
