Fair use rationale
editAlthough this image is covered by UK Crown Copyright, I believe this is covered by fair use because:
- The image is very small.
- The image is a small component of the overall work -- a booklet.
- The original booklet was produced for non-profit purposes, therefore no market value.
- The original booklet is from the 1980s and is no longer produced.
- Relevant to the subject matter discussed in linked articles.
I have scanned in the front cover at readable resolution. This is a British Government work, an out of print publication in the public interest. It was designed in 1976 (cover design by Colin Barker), for free distribution to every householder in Britain in the event of a nuclear war. In May 1980 it was printed and published at the nominal charge of 50 pence (to cover printing costs) as a non-profit book to allow concerned citizen to find out what advice would be issued in the event of nuclear war. It was prepared and designed by the Central Office of Information, London. It is of (1) civil defence interest against terrorist, (2) historical interest in connection with the cold war, and (3) political and scientific interest in connection with nuclear weapons and their effects in war, and the type of protection available to large numbers of citizens.
The image is not copyrighted by an individual and this small-size version does conform to fair use under international copyright law for the reasons stated above.

- For example non-free use rationales, see Wikipedia:Use rationale examples.
