Reason for the nomination:
Despite being tagged with {{European Commission}}, these files actually originate from the website of the European Council and the Council of the European Union (consilium.europa.eu), which are separate institutions from the Commission. The website's copyright notice states that "Reproduction is authorised, provided that the Council of the EU is always acknowledged as the original source of the material, unless otherwise stated and that the original meaning or message of the content is not distorted" (emph. mine). I do not trust that this vague latter requirement would allow free derivative works and would thus go against COM:Licensing.
