This is because the logo's use on these articles would violate WP:NFC#UUI §17, as Portuguese national football teams are considered 'child entities' of the Portuguese Football Federation. This has been discussed already, and there's a similar case with the Croatia men's and women's national football teams and their youth teams. (See the discussion here).
