This image is acceptable in Inspector Clouseau under our policies for non-free media because:

• This is a small excerpt (single frame) from a copyrighted movie that we are discussing in that article.
• This image provides an important illustration comparing and contrasting actors who have played the role.
• The image is low quality and can not be expected to impact the commercial interests of the copyright holder.
