Rationale: The substantial damage to the nature of the Golan heights due to the conflict between Israel and Hezbollah is better conveyed by an image. I have not found free photographs of the fires. The photograph depicts a historical event and thus an alternative cannot be created. It's a government agency that explicitly allows fair use of its images (https://www.parks.org.il/article/takanon/) so it's unlikely that our use would harm the owner's commercial opportunity. The image has low resolution and will be used only in the articles about the conflict and its impact on Israel.

Please remember that the non-free content criteria require that non-free images on Wikipedia must not "[be] used in a manner that is likely to replace the original market role of the original copyrighted media."
