The Joint Congressional Committee on Inaugural Ceremonies — a body of sitting members of Congress and their staff — officially organized and livestreamed the ceremony, while the Department of Defense deployed multiple active-duty military videographers (Lance Cpl. Federico Marquez, Cpl. Keahi J. Soomanstanton, and Staff Sgt. Danny Gonzalez, among others) who produced the official video coverage of the parade. Given that the DoD's DVIDS archive confirms federal military personnel were actively filming the event with official credentials, and that the JCCIC provided the primary official livestream, the video of the inaugural parade was produced by federal government employees acting in their official capacity.
