Morgan Shuster, Kalihim ng Bureau of Public Instruction, 18 Enero 1908. Nagsimula bilang pook-sanayan at bakasyunan ng mga guro at mga kawani ng Pamahalaang Insular, 6 Abril 1908. M.K. Hazelton, unang tagapamanihala (1908–1909); Alberto Dalusung, unang Pilipinong direktor (1938–1956). Dito ginanap ang unang Teachers Vacation Assembly, 6 Abril – 30 Mayo 1908. Ipinatayo ang mga unang gusali, 1911; ang Mess Hall at tirahan ng direktor ng kampo, 1912. Ginamit ng Philippine Military Academy, 15 Hunyo 1936 – 12 Disyembre 1941. Naging ospital ng mga Hapones, 1942–1945. Isinaayos at muling binuksan, 1947. Pinagdarauan ng mga pagpupulong at pagsasanay ng mga opisyal ng Kagawaran ng Edukasyon, mga guro at mga mag-aaral.
