editRohit Monserrate is an Indian politician serving as the Mayor of the Corporation of the City of Panaji. He became the youngest Mayor of Panaji in 2021 at the age of 32 after being elected as a first-time corporator in the Corporation elections.
He is known for his involvement in civic administration, urban infrastructure development, and modernization initiatives in Panaji, the capital city of Goa.
Early life and background
editRohit Monserrate was born in 1988 in Goa into a prominent political family. He is the son of Atanasio 'Babush' Monserrate, Member of the Goa Legislative Assembly from the Panaji constituency and Minister for Labour, Revenue and Waste Management, Government of Goa, and Jennifer Monserrate, Member of the Goa Legislative Assembly from the Taleigao constituency and Chairperson of the North Goa Planning and Development Authority. He entered public life influenced by his family's legacy of social service and a desire to contribute to society.
Political career
editRohit Monserrate entered active politics through municipal governance and local civic administration in Panaji.
He contested the Corporation elections as a first-time candidate and was elected as a corporator to the Corporation of the City of Panaji.[1]
In 2021, at the age of 32, he was elected Mayor of Panaji, becoming the youngest person to hold the office. His election marked a generational shift in the city’s civic administration, with an increased focus on modernization and urban infrastructure.
His long-term vision for Panaji includes developing it into one of India’s safest cities and a model city that can be replicated nationwide. He has also expressed his intention to be remembered as a Unifier for the city.[2][3]

In 2026, he was re-elected for a record sixth consecutive term, making him the longest-serving Mayor in the history of the Corporation in its present form.
During his tenure, Panaji was awarded the [6]Cleanest City in the 20,000–50,000 population category at the Swachh Survekshan Awards 2024–25. President Droupadi Murmu presented the award in July 2025 in recognition of the city’s performance in cleanliness, waste management, and sanitation under the Swachh Bharat Mission.
The city’s waste management practices also received national recognition when Prime Minister Narendra Modi highlighted Panaji’s innovative waste segregation model in his Mann Ki Baat broadcast.

editRohit Monserrate is married and has twin children. His hobbies include reading, kickboxing, trekking, and watching anime.
